Canadian Benefits Consulting Group is a proudly Canadian-owned company, committed to serving Unions and blue-collar workers with comprehensive employee benefits solutions. We specialize in all aspects of benefits planning, including plan design, payroll deductions, and claims adjudication.
Founded in 1980 by President and CEO Roy Rastrick, we work with clients across Canada, from small local Union plans with twenty-five Members to large organizations with thousands of Members.
Our experienced team of benefit specialists handles everything from plan administration to claims payments for Extended Healthcare, Dental, Disability, and Drug Plans. We provide easy-to-use online tools for seamless claims processing, ensuring workers and their families get the support they need.
We understand the importance of education and training. Roy Rastrick and our team regularly host tailored benefit seminars designed for the needs of Union Executives, Stewards and Plan Members, ensuring that everyone is informed about their options. We’re proud to have been involved with the International Foundation of Employee Benefit Plans, contributing as speakers and moderators at their Canadian conventions.

Leadership Team
ROY RASTRICK
President and Founder
Roy Rastrick founded Canadian Benefits Consulting Group in 1980 and serves as President.
Prior to launching his own company, Roy Rastrick worked as a Pension Fund Manager for Capital Management (a subsidiary of Power Corporation) and as the Canadian Marketing Officer for Empire Life Insurance Company.
Roy is a graduate of the employee benefits CEBS program at Humber College. He later assisted in redesigning the course to industry standards.
With more than 40 years of employee benefits experience, Roy is a leader in the area of trusteed benefits. Over the years Roy has served as a member of numerous boards and committees. He is also a member in good standing of the IFB (Independent Financial Brokers of Canada) and a member of Advocis (The Financial Advisors Association of Canada).
JOYCE STRASBOURG
Chief Underwriter and Business Development Officer
Joyce is Chief Underwriter & Business Development Officer. A graduate of the University of Toronto majoring in French Language, Joyce has worked in Group Underwriting with Blue Cross in Montreal, Moncton and Toronto, with Prudential of England, as a Senior Underwriting Consultant with Morneau Shepell, and mostly recently as Chief Underwriter for Green Shield Canada.
With many decades of group insurance industry experience, she specializes in analytics, negotiations, and creating benefit plan win-win solutions.
In addition to leading CEBS introduction and underwriting instruction courses, she has designations as a FLMI, HIAA, and GBA graduate.
SHAWN O’BRIEN
Vice President
Shawn is the Vice President of Canadian Benefits, supporting union trusteed benefit programs across the country. He provides support to the renewal analysis and quarterly business reviews of our clients as well as involvement in new business pursuits.
Shawn has more than 30 years of employee benefits industry experience. Most recently, he oversaw the Analytics and Product Management functions for the country’s largest Pharmacy Benefit Manager. Prior to that, he spent 15 years leading the Business Analytics and Wellness practices, as well as being an Account Executive at a large global HR consulting firm.
Shawn has been a speaker on strategic approaches to benefit program management and is the author of several industry publications. He has a bachelor’s degree in business administration, a diploma in Human Resources Management, and GBA and FLMI industry designations. Shawn is LLQP licensed.
